Who really cares what the transfer agent has as a "process"? Even though an essentially-gagged transfer agent is usually a major red flag, it doesn't have to be.
The company, TITL, issues the shares. Then notifies the transfer agent...that...400 million shares were issued to dusty, for example. The transfer agent, obviously, doesn't have this information {the issuance} before dusty/the company does. Some companies act as their own transfer agent(s). dusty knows, in my opinion, exactly how many {shares} are outstanding and what the float, the authorized share counts are.
