I have friends at the FAA and they say Air Force bases are restricted air space that they have no jurisdiction over. As long as the stratellite is launched over Edwards they don't have much to do with it. They also don't have jurisdiction over the airspace that the stratellite would occupy. 65000 feet up is past their jurisdiction. I confirmed that on the Space Command site.
