The significance of license-exempt White Spaces is that it's a baby step towards spectrum policy. With the government loosening the monopoly that they hold on this national resource, uses for higher frequencies can progress with their first political win behind them. Discussing who pays for what services resulting from this victory isn't really the issue here imo.
Thursday's vote mandates the creation of a database with a map of TV channels across the country as well as big wireless microphone users, such as Broadway theaters and sports leagues. White spaces networks and devices would be required to determine their own location and then consult the database to find vacant frequencies to use. The FCC is also setting aside at least two channels for minor users of wireless microphones."
Just like the spectrum used by Wi-Fi, the white spaces will be available to all users for free, with no license required."
This article seems to indicate that users may be able to access some of the new services provided in the white spaces without having to purchase a license. It does not indicate that broadband services can be provided without a license
Right... but that isn't the only use for this. Like others have said... microhpones, cordless headsets, cordless home phones, routers for home or business networks... anything that uses radio signals where you want really good range and penetration through solids...
