The significance of license-exempt White Spaces is that it's a baby step towards spectrum policy. With the government loosening the monopoly that they hold on this national resource, uses for higher frequencies can progress with their first political win behind them. Discussing who pays for what services resulting from this victory isn't really the issue here imo.
