You said it all... IR kept telling everyone that POPN's A/S was capped at 900M...

and COULD NOT be increased by Mel without a shareholder vote...

so imagine everyone's surprise 3-4 months AFTER THE A/S was raised 900M more shares to 1.8B when someone stumbled across the filing required to do it!

All the while Rich Kaiser was STILL telling everyone who called and asked:

" A/S is firm at 900M and cannot be increased withgout a vote!"


RIGHT, sure... puppet parrot!
