What does the loose sorbant ban consist of, just the sorbant by itself in open water?

IS dragging MOP around in nets with boats, like they are considering doing in Florida, OK to do??

I'm certain that we can brain storm this problem to get around the ban somehow.
If we put our heads together we should easily be able to come up with ideas that would be very effective in utilizing MOP with maximum efficiency.

Does anyone else have any ideas how to get around this ban in open water?
