How's about filling a KingSize pillow style cases with mop. For that matter they could make them as big or small as they see fit.
It would almost have to be a net style case or a nylon mesh design . Small enough for the oil to enter into the mop and small enough that it can't escape. Throw em overboard around the spills and along the shores and collect them as the day(s) goes on. They could be collected by large fishing boats with drag nets in the open waters. Sounds like a lot of work but it also sounds better than anything they are doing at this stage. This oil needs to be soaked up ASAP and MOP can do it better than anything I have seen to this point. Make them as large as they can for open waters and smaller towards the shore where they would morethan likely have to be handled by hand as they wash up on the beaches.
