Transocean is only responsible for oil that leaks from the rig, once the rig sank, they were off the hook, all the oil leaking from the well is BP's responsibility, furthermore, Transocean has billions in insurance coverage, of course, there will be lawsuits flying back and forth, but Transocean had smart lawyers.

From a few articles I've read, there was a remote valve control that BP decided not to install because US regulations do not require it. However, BP has installed this control on other wells because certain other countries do require it. Also, it was mentioned that Halliburton might also hold some responsibility due to their concrete pouring. Who knows if we'll ever know what really happened.

This is what I told Strass, a few days ago.

Look for Halliburton to pick up the tab on this one, if they were the cementers. There is no way that oil and gas from that zone could get into the pipe in a cased and cemented hole, unless they parted or split the casing while cementing or over displaced the cement by a lot and the cement retainer didn't hold. (The last not likely) If they did this, they knew it and tried to cover it up.

IMO, the driller had no idea it was blowing out until it was too late. They were pumping salt water into the casing to displace the drilling mud, so they were gaining mud real fast in their pits. And that's the first indication of a blowout. Very bad.
