At the current time all of the VOIP operaters that I've seen charge a flat rate. This is why VOIP is so attractive. It's so much cheaper than current telecom and up to now has not been taxed by the government.

I have a VOIP line and overall I'm happy with it. VOIP has a few obstacles to overcome but they should get the kinks worked out in the near future.
