Possibly but Sinopec would have information coming from multiple sources and they could collate that information in a timeframe that fits into their agenda . So they decide the pace at which things proceed and disclosure occurs The members of the JDA would be non the wiser.

JDA can't reveal anything officially nor unofficially without at least the operator's permission.

besides, it would be a conflict of interest for JDA to evaluate the finding because they do want companies to go to the next phase of drilling production ready holes. Ultimately, they would like to have real tax revenue from the production blocks.

The JDA, by its own hand is restricted from releasing....

any drilling data, without the consent of the Operator of the Block(s)....this is stipulated in the JDA's own Petroleum Regulations.....and this restriction is in effect for 5 years.

The JDA might know whats been discovered, by they legally can't release that information.

I believe the JDZ agreement says the same thing, the operator controls when and what data to release. There is a five year bail out clause, if the operator hasn't released the results of drilling before then the JDZ can do it themselves.
