Yes.. If everyone held what they had and purchased an additional 50M the float would be Locked up..

This would also mean the stock would have HUGE swings in price on light volume.. Similar to what we saw today, so its very possible the ACTuAL tradable float IF EVERYONE HELD WHAT THEY HAVE is only 50M shares..
