Try a product available at Lowe's and Home Depot called "sand mix".

It's got some mortar in it and will tighten up the small stones.

It comes dry and you can pour it out, sweep it in, and then either water it to get it to set up or wait until it gets rained on.

Try a few bags first and see if it does what you want it to do.
