PRs are under $200 if you only target them to a single state, and that's all you need to do for them to be picked up by the search engines. I think that they simply see no benefit to them at this juncture.

The shell owner never changes, just the names of the officers. It's far cheaper to reverse merge or invent another company and sell a new story than it is to buy a new shell. When you have a license to print money, you don't give it up easily.
