I think they are mutually exclusive. BCND responded to the shareholder about the Township's false claim that they did not file a permit with them. Previously, they stated that the Department of Labor permit required drawings that they were working on.
Frankly Ed I was/am as confused by the verbiage. But, I guess because I've been giving this group the benefit of the doubt for so long, I inserted that they've applied to the Dept. of Labor.
No, Mr. Hustle, that's not what happened exactly. Perhaps you should ask directly on the IR website. Anyway what seems to have occurred is that the state no longer issues the permits for the city they are in.
