This is exactly what I was implying in my last post. But you synthesized the concept I stated into a much more concise understandable presentation. This to me is more evidence for the impending TSA approval theory.
Goldberg stated he cannot reveal the "customer" in an email to me with reference to the network management system, but affirmed that there is indeed one!
2010 or end of '09 is going to be go time for IDO IMO.

idowonder...all three seem like good plausible answers although
I think I like yours best. The speed factor in connecting
multiple detections would certainly be of value.
