BCND will never prove to any one that they actually received any payment except via a PR. Thus not many people will actually believe they have the payment. BCND has lost cedibility so the payment PR will have very little affect on the PPS. The PR will be used to take more money out of peoples hands and into their own pockets so they can buy more at .0001 for next spring.
