In my opinion, I think they already know. Generally, you know your chances of winning a bid before you even submit the bid. Sometimes, coordination is done beforehand where you know that you will win the bid and is only waiting for administrative formalities to be completed.

In my opinion, I think EVRM are in both positions I mentioned above because of their partnerships and affiliations that have already been made known.
