Thats what I figured. I think if they bid it usually means they will win most of the bids because the prime contractor has worked with them on the specs and I think they probably have given some type of indications to the contracting officer who they want to work with. The limited conversations I have had with people who know this field I get the impression it is a little different than in the private sector. It is mostly a done deal when you bid. Does this sound right?? I hope by the end of the month they hear that they won the bids.
