Thanks, good pt on the partnerships - these are big ones and I get the feeling in these contracts most of this is a done deal by the time the bid is put in. I think this alone might be one of the reasons holding back the stk, because most people do not understand gov't contracting in the investment community like you. We usually use the private sector bidding process and think it is nt a done deal.
