From where I sit, Billy Raley making a statement that he can't do anything about naked shorting because it is not illegal for the CD Holders to Naked Short does not place his blessing on anything. He was simply stating a point of fact, nothing more.
Investors should know that naked shorting is not only legal, it cripples companies all of the time (which is why I wish it were illegal)
