You might want to read the Securities act of 1934, naked shorting has been illegal since then. Just because no one has done anything about it doesn't make it legal. All the claims that it does no harm is also bull. Bill stood by and so did Dyron, they both knew this was happening, they both responded that they saw nothing wrong with the activity.
