Hog, there are a number of reasons why a start-up, R&D, newly renamed company, under SEC investigation, with a desire to move onto a better exchange, looking for public financing, would want to establish a clean break with the past and publish financials long overdue.

Every thing is possible but your comparison is not my first choice.

I believe Sans-TAO wants/needs/prays/begs/pays/fights and dreams of the day when financials are going to be published. And mee too.... LOL!

hogman, was Navistar behind...

in their financials "when" they got their gov. contract?

Had they also received a Wells Notice from the SEC?

Were they being sued by the SEC?

Had a majority of their BOD quit?

Had former members of their company been charged with fraud for what they did while working for the company?

Had they been thrown off their exchange?

Had they never had a commercially successful product?

Had they been evicted?

Were they facing judgements for not paying vendors?

etc... etc... etc... etc... etc... etc... etc... etc...

The reason I ask, is because I just proved the situation GlobeTel is in is totally different than Navistar...
