i TOTALLY disagree. normally the 9mil shares on trip 000 stocks are seen during dilution, and smaller blocs are seen during buy backs. if they were buying back at 9mil blocs, this would drive teh stock up in price and the mm's would not be able to hold it here. thus, the smaller blocs over a longer period of time is how a buyback is conducted.

the company can buy back 40-60mil shares per day at this rate without causing too much volatitility. so, if the company buys back their first block of say 1.5 bil over the coure of a few weeks, then the price can move up nicely and they can buy back their 2nd block of shares of a bil or so at a slightly higher price, and then BAM! the float is wound really tight and the stock can rise exponentially much faster.
