I don't know what the cryptic entry on the dot.mil page meant beyond the fact that another iterative effort was indicated. Sometimes an Nth iteration is necessary because the vendor didn't meet the specs; sometimes it's because the specs didn't properly capture the requirement. Who knows? One thing I feel confident about is this: an Nth iteration is not what happens after "rejection."

Of course, it changes the point. And I'm quite familiar with Silicon Film. In fact, I was led to WAVE after I did some DD on P. Sprague when he became COB of the Silicon Film.
The failure of Silicon Film was related to technology issues. Your suggestion that it was possibly due to malfeasance has no merit. Though I have NO DOUBT you could convince a Jury otherwise!
