SPIN: Could you please cite a source for your assertion that Wave's submission to the DoD "was previously rejected for bugs"? (emphasis supplied)

I don't know what the cryptic entry on the dot.mil page meant beyond the fact that another iterative effort was indicated. Sometimes an Nth iteration is necessary because the vendor didn't meet the specs; sometimes it's because the specs didn't properly capture the requirement. Who knows? One thing I feel confident about is this: an Nth iteration is not what happens after "rejection."
