Reading between the lines, if I understood Lou correctly, Dragon has not bought the "new" rig. Usually that would probably mean that they had contracted for services which would wipe out the economies inherent in buying one's own rig.

However, the PR mentions training their own crews to operate the rig and that sounds like leasing equipment, not hiring a contractor, and that could be a VERY SMART move.
