I sent the useless SEC an inquiry regarding this process. I get a reply back from an SEC attorney explaining why a brokerage can charge fees for certain procedures. It was obvious he didn't even read my question correctly. I sent him back a reply stating that I didn't think he understood my original question and stated it again. I have yet to hear back from him.
