You might try booting up with a rescue CD and taking a whack at it. I ran across BartPE a few years ago and keep one handy. Here's a link to a modified BartPE disk. They're kind of involved to make, but worth the effort if you're having problems.

In a nutshell, BartPE and CDs based from it allow you to boot into a clean Windows OS off of a CD and run various utilities.
