actually i don't think most people choose where they live, they usually end up living where they are born :^)
as for the Fed's responsibility for rebuilding the infrastructure in Louisiana... damn right they should
in this case it was the shoddy work of the Fed's Corp of Engineers that caused the flood walls to topple... the COE informed residents for many years that the flood protection was up to CAT3... it was NOT true
the other huge factor that has made the N.O. area so vulnerable now is all the shipping canals that have been dredged over the years for the oil and gas industry, which benefits the rest of the nation... Louisiana's protective wetlands have been eroded due to the salt water infiltration allowed by these shipping canals
also, Louisiana has never gotten it's fair share of federal royalties for the offshore drilling off the coastline... so in reality the oil and gas industry should also foot the bill
