If it was up to me, the Feds go help them out for a couple of months. Some food, water, clean up and then it is up to the stataes. It is not the Federal governments job to rebuild things. Those people chose to live in LA. MS. FL. TX. CA. or where ever. Don't ask me to rebuild anything. Let whatever state raise taxes to rebuild. Not my job! Why take my taxes to rebuild after floods, hurricanes or earthquakes. They chose to live there not me!!!!!! Got it??????????
