Dry stacked tailings still contain toxic chemicals and need to be stored in a properly designed and managed site. If the tailings become wet there will still be runoff. Although the moisture is mostly gone the toxic chemicals still remain.
Yes, brilliant! Using tailings as a road base material and even as a base for asphalt pavement? Never mind that tailings are clay to silt sized and would be entirely worthless as a base material. And never mind that the tailings are likey to be full of heavy metals like arsenic and lead, plus whatever chemicals might have been used, maybe even some acid-producing sulfide.
