Why limit the toxic mess to a single, managed facility when you can spread it up the entire road into the mountains....and make some money too! A win-win!!

And after one rainy season destroys the road because a tailings base has no stability/strength......you can sell another batch of tailings to pave the road all over again!!! Repeat every year!!!

Of what amount do these "toxic" chemicals add up to? And what if they are used /installed below the surface of the roadway?
