You and that other nut are describing different types of index funds. Some are designed to track closely the index they are based on. Some allow the fund managers to alter the mix of the holdings eg, by weighting, market cap size, sub-sector focus, etc. to generate alpha. Before you chastise claims as "bogus", understand the topic.
