It seems clear that, while these references are using similar language, they are not at all referring to similar things. ALD is a sealant for an EOP feature while Swift is referring to a polymer dielectric (an insulator).

They are both referring to polymers but with highly differentiated applications. I highly doubt Swift is referring to an EOP.

Maybe someone could clarify this further.
