Thanks, CaptainO and Jimmy; several years ago I raised the same point about spending money by having to set up a production line before approval, especially when it might all be wasted money should the drug not eventually be approved. I remember doclogic gave an explanation which didn't really hit the nail on the head.
Delay just means more deaths.
