I've been at this a long time too and seen it all in penny land. And, while you'll never get an honest description from management or the Street of what really happens with an reverse split, I can maybe help. You're spot on about the rs enabling continued salaries on total performance failure. But your first part is not quite correct, IMO, as the rs reduces the shares outstanding to practically nothing which allows market makers to increase their spread and makes it easier to collapse the stock as they make $$ in an otherwise stagnant stock. One hand washes the other, if you catch my drift...
