I think the BEST thing you can do is NOT call the bureaucracy but SIMPLY call Kelly or Rich and ask them:

“What was the Comptroller's Objection to Revival?”

And tell us why- nobody else here is the least worried about this matter. There maybe a very understandable or logical explanation to all of this. Go right to the source and ask.

It’s a lot better than all the guessing or the conversation going nowhere.
