Rocky: That is a memorandum. What Sirius posted is now the law. Pegasus with its' closed loop propulsion system operated under this memorandum. Pegasus (I think that was the name of the project) did not exhaust spent engine gases. Instead, pure oxygen was fed into a closed loop and recycled back into the engine. I believe that alcohol was the fuel. Nevertheless, there was a major build-up of carbon in the system and little Pegasus crashed on takeoff along a major southern California freeway NEXT TO EDWARDS AIR FORCE BASE. That is probably why the FAA is a little hinky about signing off the Strat without any binding legal guidelines.
