Vern, thanks for the background information. It certainly makes sense (especially in light of the Pegasus incident) that the FAA may have waited for the law to be enacted before granting Sanswire permission to fly/move the stratellite.

Rocky: That is a memorandum. What Sirius posted is now the law.

That Memorandum is the FAA formal statement of the policy guidelines that was implemented in 2005 for evaluating applications for a COA...

Please show me where it is now "law" or something new?
