exactly correct,
it's a collateral issue, like any short. The brokers that allowed the naked shorting will cover when their clients that did the naked shorting run out of collateral, or are forced to buy-in because of a DTC notice.
The ones that did the naked shorting have billions in reserve so they can 'let-it-ride' for a bit. A lot of folks think they have to cover immediately, they do not.............until they do.
If I was the company, I would pull the NOBO/OBO lists from Broadridge, then request a Stock Position Report from the DTC, then compare the two with the actual Outstanding, if there is a major discrepancy, there is a naked short, period. Then they can request a buy-in and then the cover would be initiated~
