The FTD number is current outstanding, not fails on that day. Adding it up makes no sense.
At the end of Nov there were a total of 5,628 shares that had not been delivered. That is nothing.
And despite all the claims about the number not being known, it is. When somebody sells a stock short and the buyer does not get paid he sure as hell knows the party that owes the shares and how many.
It would be like saying banks do not know how much unpaid interest they are owed because they do not tract it.
