In WA we had a little tweak on that. We have a top 2 primary so all's fair in love and war. We need our SoS to be pro-voters and anti steal squads. So- the Dem is the incumbent and should win although for years we've had a Republican. She was a really good one because Biden tapped her for a job in his admin. Inslee chose an interim Dem to replace her and the GOP really really want that job back. Well- in the primary there were 2 Ds about 8 Rs and an NP (no party) who actually didn't seem like a bad person although not especially qualified. Anyway-Assuming the incumbent would come in first. A lot of D's voted for the NP in an attempt to block out the Rs altogether. It worked. We are happy. The R's are furious!
