I'm not sure if the offering is wholly in control of the company (but that sounds reasonable). It could be that the loan terms stipulate that the PR of TLD by the company triggers the offering. But in either case, they must be waiting to officially PR TLD likely because doing so now will not be as impactful as doing it concurrent with the peer-reviewed publication (as they have stated they intend to do) possibly along with some other news to impact the share price positively.
