I thought Kerrisdale is distinguishing between leaders who make decisions regarding commercial viability and scientists who do theoretical experiments. Scientists like SCIENCE - ie how matter changes when they do experiments. They may get excited when something moves in the desired direction but that doesn't mean it will ever become commercially viable or that the scientists have an inkling as to whether it will or can.
