The embargo did not exist until submission. So they could say all they wanted about what their plans were before submission (which wasn't much) because there was no embargo until submission.
No scientist would be involved in a study that took this long and was this difficult without publishing it. Results are positive, even though complex, and there would be absolutely no reason to bury this. Regardless of whatever vague wording DI uses, the truth is they are working on publishing it, no doubt at all.
