This seems correct to me:

Their expertise is what he hired them for, but their greed works for us.

It is Billy's call, except for the fact that he probably needed another director of UOIP to agree. That didn't happen, so IMO, any call he made was in violation of corporation bylaws. What that means is to be determined........
