If people would do some actual forensic financial analysis then one will see that the restricted shares were at 276m on 7/30 and they now stand at 31m

Either the restricted stocks were transferred or sold. Either way, this is actually of interest.

You might be right about a possible cash infusion for negotiating the debt.
And with the timing of the last 8k, it seems fitting at this point.

It would be most logical to clear these notes before news.
