I’m done speaking on this topic for now, but I’ve seen companies do it on very good news, and their market cap kept sailing, their investors did amazing and the OS count became reasonable. A company doing that well is unlikely to significantly dilute the share price — quite the opposite. My two qualifications:

Only upon very very good news.
Non-draconian ratio.
