Here I think the audience may have a bearing on the issue. Outside the industry...out here in the streets...I hear drug and I think of a thing that can be used, not a thing that is still in development and that may never be used, unless that context is provided.
In this case there is a context and it's actually in the past tense...
"“We have developed drugs against eleven different viruses.” Eugene Seymour, past CEO of Nanoviricides."
...indicating that the drugs have been developed and which I would then infer are available for use.

I don't know who he said that to and I'll bow out of this before it gets any thicker.

The Seymour interview was revealing. He is not confidence inspiring. Diwan is also unimpressive. It is not surprising they have accomplished relatively little. This is a long shot. But an enticing risk/reward.
