The common use and definition of drug is a compound used or intended to be used to treat or prevent a disease.

That meaning is used correctly by Seymour. All drug developers refer to drugs in this way, yes.

Some may try to change the definition to mean only FDA approved compounds but this is not how common people and the drug development industry use the word drug. For instance, in clinical trials the investigational compounds are called study drugs. Drugs fail trials all the time. Not all drugs work the way they were intended or hoped they would work. That's why drugs are tested in trials and studies, to see if they work as intended.

But please, do commence with the definition changing and claims of fraud if it works for you. Just don't expect others to share your definitions, since just about everyone knows what a drug is.

Seymour coulda whoulda shoulda perhaps said they were developing drugs or have developed drug candidates to be more accurate. I agree with you if that is your point. Seymour was a salesman who never got much accomplished in drug development since he made lots of claims and set expectations that were never met. Namely, they never got their many drugs into trials, and never gave a good reason why not.
